Will this PC handle warframe and if so on what settings

Processor: AMD Athlon X4 760k

Motherboard: MSI A78M - E35

Graphics card: 2GB EVGA GTX 650 ti boost

Ram: 8gb crucial ballistix sport ram

Power supply: 430 watt. Corsair cx-430

If you could find a better build for me ( under 600$) send me a link or list the parts

If you've got a microcenter near you I'd consider taking advantage of this deal:

Would save you some money that could be put towards a better psu so you'd be able to upgrade in the future.

You should be fine on max settings.

Should be able to run warframe comfortably on medium to high settings if you're not too bothered about sub 60 frame rates. That is all.

You should invest more in the graphics card imo, never settle for cheap, get a 670 or a 760 if you don't want to buy the best of a generation but 650 ti seems too low for me.

650 ti boost is between a 750 ti and a 760 in terms of performance.  At his ~$120 price point I'd most likely go for a used 270x.

Operating system does matter as well. Not every os supports Warframe.

Also pixel dimensions for screen determine how the game will run.

Do you know if I made my computer a steam machine if it would work... I don't know what I need for an os... As far as a monitor I'm just gonna use an old 22 inch HDTV and hook it up through an hdmi

that CPU may struggle at times due to it's very low Cache levels and speeds.

 

the rest of the components should be sufficient. though, that PSU seems, a bit too unfuture proof for me to be able to recommend it. 

 

a 650Ti Boost is acceptable i suppose, while something that almost no retailer even carries anymore, so you might have fun trying to find it. if that fails, a 750Ti is a fantastic budget GPU.

if you do need to look for another GPU, make sure it has 2Gigs of vRAM. you'll wish you did if you buy a 1gig.
