Whenever you switch to operator quickly then back to your warframe while bullet jumping around, there is a chance that you suddenly won't be able to shoot or use any skills. I've encountered it multiple times when I'm in a mission with other people. The only solution to remove it is for you to go down and let the bleed-out timer run out before you revive.
