same for me, i have everything unlocked, all quest completed, all steel path nodes completed, but 3rd GotL is "locked". i already did the other 2 events.

I've noticed that it happens often when i get downed and enter the "last gasp" phase (solo mode, steel path), the panzer dies but i manage to succesfully revive. That triggers some wierd interaction with the devolution mod and the pet never transform in the sentinel kind of thing and stay dead instead. Hopefully this will help find out what's going on.

Panzer Devolution sometimes is not working at all in steel path survival endurance, resulting in the panzer dying permanently (no respawn of the panzer even while warframe revive is used) . I had to extract due to this 3 times in the last week. I haven't found a way to reliably reproduce the bug. FYI i put my setup so maybe you can find something more about it. Xaku - subsume nourish all abilities recasted and all time up. Zenurik school it might have something to do with the accolytes but is just a guess.
