I'm not sure if this is a bug, but I ran Effervo at least 15 times and only ever had the Suzerain spawn, not the other versions of the boss. Didn't make a difference if I ran it solo or in a party, and it was sufficiently demotivating that I gave up on the possibility of getting the event statues (as the only active member in my small clan).
