Don't forget about the Saturn Six Mask with a 2% drop chance. It might not be as important as the weapon to many but if you want it, now's the time.

I know it's been a couple of days but in case you're still interested: from my experience, it only triggers when you're using the Operator, not the Drifter. I don't remember if you can be in your warframe though.

On the grave, part of the epitaph(?) is "in our hearts, we hold you". So here is my idea for envy: Envy has him standing at a place for someone who was/is loved like Bombastine wants to be loved.

So I found the Vagabond in a sorrow spiral where it was said he'd be. I noticed he was looking towards the Agora. You can see a part of the construction in this picture: Seeing how Luscinia and Bombastine have a past, that might be why the Vagabond chose a place with a view on him.

Sorry, I should've checked the other responses again before posting. Good to know, I'll look out for him there, next time I get a sorrow spiral. Awww seems like I was too late, just wanted to post that too haha. But to add to the location, he's right below a Lake Verula fragment hidden in that cave.

He does have set spawn points! During fear he's behind Sythel's house, standing on the other side of the wall she stands at. During anger he's at the top of the castle tower under the big U where the Zariman stuff is. During envy he's in front of the underground grave in the cave west of titan's rest. I haven't played the other two moods to find him yet, but I figure he's places to mock whoever's mood is active.

Found the thing stabbing Kullervo yesterday but they seem to be something else. They're a bit hard to see with the background, they do look like the Vagabond tho: Here's another one of the stabbing: I also didn't notice the Vagabond missing a finger at first, so I looked through my screenshots from that run and I think it's kinda visible here, if you zoom into his right hand:
