[Mod Capacity is Negative]

When I fused my Primed mod, I saw bunch of warnings about its removal from weapons which lacks enough capacity, But when i saw my kitgun i found that it has -1/60 Capacity.

I cant add any mod to increase the negative but is it intended behavior or Weapon Mods are broke?
