The inclusion of Focus in Warframe loadout is great, as it allows easy loadout switching while keeping potential Focus-Warframe synergies safe from a forgetful mistake. However, as Operator loadout is not included in this, potential Focus+Arcane+Amp synergies can easily get broken, with the player having to remember to update each individual part when switching. This would likely cause the most problems when dealing with Eidolons, as players committed to killing multiple Eidolons would likely have a separate set of weapons, Warframe, and Operator loadout specialized for the mission. Personally, I use multiple Amps and Schools, with different preferences based on mission type and Warframe, so I experience this a lot, most notably for Eidolons and for Void Angels.
Adding Operator/Drifter Loadout as its own Set, similar to how Archwings, K-Drives, and Necramechs are grouped together, would fix this issue. This can then be its own uniquely customizable group within the overall Loadout Slot, and would include Operator Arcanes, Amp Arcanes, and Amp.
An alternative solution would be to add these directly to the Warframe Loadout, placing them on the same UI page as the Warframe, Weapons, and Focus School. However, this would likely require more work, as Operator equipment UI is different than the standard Loadout UI and would require adjusting.
While I acknowledge that this a very minor problem relative to other issues, I do not think the solution is too difficult to warrant passing over.
