Bug, low prices or regional pricing?

Before Steam changed its prices from Argentine pesos to dollars, Zenith Heirloom Collection was 5 dollars. I think that's why this situation is so confusing for Argentinians because this pricing is similar to steam's prices before the changes. But we don't really know if these changes are new regional prices or a BUG.
