Both, actually. You'll probably want to have a few really good weapons to fall back on if things get tough (I've heard really good things about the Hek (Shotgun) and the Lex (Pistol)), but whenever possible, you want to be leveling up new gear. There's more MR ranks than is needed for even end-game stuff, so you could technically stop at 18, but that means that if/when the devs release stuff for higher MR ranks, you'll have a lot of work to do to catch up. Better to do it passively when you don't need to than to have to grind it all at once.
Other than that, I will parrot the suggestions everyone else has given: do Starchart, complete quests, and buy slots with your starting plat.
Yup, you can do both things without any problem.
Hek, Lex/Aklex and Galatine are powerful weapons for starters. Also you can farm rhino and make your farm a bit more easy with a build focused on stomp and iron skin.

What are you talking about? Simulacrum its the best place to test a frame/weapon and give true feedback /sarcasm.
Meanwhile i use khora for almost everything since i got her.

Yeah and rivens too, if you can get a dark sword, heat sword, etc riven you whipclaw damage will rock.

Yeah i know, but the thing is i could play warframe at 40-50 fps on medium without problems, now i have to set up almost everything to low/off after BoTS update. I mean, i dont believe i left for 6-8 hours and my laptop became obsolete after that.

I have the same problem, i used to play warframe at 40-50 fps on my laptop but now i barely reach 20-30 fps even on low settings. it doesnt matter what i turn off/on, the fps are still the same.
Windows 10-64 bit, A8-5545M APU Elite Quad-Core with Radeon HD 8510G, 8gb ram.
I tried everything from forums, steam, reddit, but nothing seems to work.

I agree. Just because they release a new prime/umbra mod, it doesn't mean that you need to have it maxed on day one. This is a shooter with rpg elements. patience is a virtue you should have when playing rpg type games. Same applies for all other types of currencies, resources, and drops. You don't need to have everything in a week.
This, primed mods are not suppouse to be maxed on one day or two, they replace weak mods and they give almost the double of the original buff. Just play the game more, do sorties, sedna arena, hieracon, eso etc.

Just go to the plains and wait like 5 mins and lotus will give you a quick mission (incursion rotation A), For other rotations, you need to do first a bountie for the rotation you want.

Yes, since DE cannot please everyone, then they have no incentive to please all those crying for nerfs either. It is right that DE shouldn't try to please everyone ... which means they should not nerf everything to oblivion just because a few self entitled "MY WAY" guys want to have their definition of fun. A few guys should not be allowed to shove their "low efficiency gameplay" down the throat of all the "high efficiency map nukers" out there.
You say it improves gameplay. And that is your definition of gameplay. You also play Warframe for "Co Op shooter" experience. But other gamers play it as Dynasty Warrior or some other Musou series. It doesn't make them any less legitimate than you. Since "improving gameplay" isn't objective in this case, then your reasoning is already based upon opinion. Sure, you can use the same argument on my reasoning. But just because I am "wrong" doesn't make you right either, since this is just a heap of opinion.
As you say, we all have our own opinions. So we agree to disagree. Good enough.
Do you have evidence to prove the contrary? Please don't use yourself as an example, because people tend to lie about themselves to push their agenda.
How certain are you that nerf warriors aren't whining because of their Epeen?
At least you can acknowledge this at the end of the post. To myself, what you suggest simply detracts from the identity of the frames and makes the game into another boring third person shooter experience.
I personally support passive energy regen, buffing powers/melee and nerfing guns since I prefer something more fancy and powers based over another third person shooter. But hey, that's just my opinion, and it sure isn't getting implemented any time soon, with the release of the Pyrana Prime.
Man, leave them alone, they just dont understand or its just a bait. Someone already post it, its a threat about players trying to impose how they play to everyone.

The galatine its a good starter weapon, you can clear almost every content with her. I recommend the zaws from cetus, sure its a grind to get them, but they are good and fun, you can build them with the stats you want and can be heavy swords, polearms, daggers etc.

But as for 400k in 5-6 min? How exactly? Have never been able to do that.
Credit booster, i forgot to add that at my comment. I run high risk with my tigris prime rhino with sprint boost/enemy sense/iron shrapnel, the longest time i can do on index if i screw up its 8min.

There's a lot of ways to get endo on this game already, people complain about endo being everywhere and now people complain they lack of endo. The point of the primed/umbral mods its that they are powerful, you dont need to max them in one day or two.
Credits are super easy to obtain, you can run index for 400k credits in 5-6 min.

Yeah, host migration issue its on since the Onslaught launch, so idk if there's a way to fix it. Thats why i play SO on solo, you can try to get khora that way.

I got the three fit on my khora build, just not at max rank, i left the three at rank 15. Man i love that health/armor/power bonus and the 10 forma i dumped on her. Two for my rhino prime IS build and now gonna do it to my valkyr or saryn, dont know.

Well, for me its a fair trade for 4 powerful primed mods. Primed Vitality, Primed Steel Fiber, Primed Intensify, Primed True Steel, the only one i dont use its the pressure one.

Im a bit worried that im gonna forma 7-8 times my frames and weapons. just to find one day that the umbral mods will be umbra frames/weapons only. Im lost right now haha.

I took one look at Mesa's atrocious Regulator polarities, clicked over to the secondary I spent four forma on, clicked back over and logged out. They have finally broken my ability to farm in this game. I'm so fed up I'm not even bothering with the new quest.
I may be being histrionic here, but I am done with Warframe until they fix this travesty. At the VERY LEAST these weapons should have selectable polarities equal to the number of forma we have on the frame. To be really happy I should be able to match the polarities to the polarities on a weapon I have in the same weapon class, i.e. the weapon I already had set up for that frame.
I almost cried when i saw i needed 4 forma again for my mesa, then i looked ivara, valkyr and excal. They dont give Mastery Exp, im ok with that, but they need another forma dump. Why they did this, maybe we will never know.

If you have the operator, then you are facing the stalker 2.0, use your amp to lower his resistence to the element that you have in your weapon (he gains damage reduction when you shoot him).
My advice its dodge a lot, use a strong hitting weapon like the tigris or hek, your operator to lower his defenses, repeat if needed, and you are good to go. Good luck mate.
