Personally I think every balance decision DE has made has been bad, and all they do is alienate different segments of their community each time. Taking turns to annoy their remaining players. This is because they mostly do not have a a real policy or principle in their nerfs. They allow certain OP mechanics to remain forever, while nerfing others, but then perhaps one fine day, they feel rather bold and then they finally nerf one or two more OP mechanics. But, they still allow a dozen more to remain. Such a design philosophy is not one of balance, it is one that looks haphazard, and even hypocritical at times. E.g. why should melee deserve a nerf when another frame can spam 4 to win? how is spam 4 to win brain dead when another frame can go invisible and practically avoid all combat effortlessly? Or perhaps another frame can tank all damage so well, they don't even need abilities, just the right combination of mods and arcanes to stand still in battle and never die despite being fired at from all directions. why was melee spin 2 win bad when another player can brainlessly spray his ignis and amprex? why is amprex spray bad when another player can use cloudwalker and avoid all combat and obstacles? The list of such things is very long.
Your nerfs and "balance" isn't going to bring anyone back. It's just pushing more people away. It doesn't show a move towards balance. It just comes across as randomly punishing different groups of the community, some of which had paid much money to get something they enjoy only to be nerfed to heck later.
