I have encountered a consistent soft-lock on the syndicate screens... I play with keyboard and mouse but have an xbox controller plugged in for other games - however, if I have the controller plugged in while visiting a syndicate screen, it soft-locks me on that screen and no keyboard, or button press will get Me out of it... Sometimes I can access the player menu from the icon in the top left, and navigate to another screen (Eg Navigation), but if that option isn't there (Like in the new Entrati labs on Loid's Cavia syndicate screen) I have to restart the game.
