Yes they can if only the language is separate. The Region denotes who you get matchmade with.
Since when it works this way?
You can play with every other player in the world no matter your and his language/region preferencesUntil Devs say different i'm still certain it works this way

When you click on a mission node if you set matchmaking to public, you will be assigned automatically if any squad is present or you'll start alone but people will join you.
If you set Matchmaking to friends only, only they will be able to join you. Invite only, only who you invite will be able to join. Solo, you'll be alone

Clan and Alliance chats are always the same no matter your game language or game region (which you could change in Esc -> Option -> Gameplay -> Region)
Region, Recruiting and Trading chats change accordingly to game language AND game region (game english region europe has chats separated from game english region west america and game spanish region west america and every other combination of game language/game region)
You can play with every other player in the world no matter your and his language/region preferences
