I completed the quest. I had to just wait for Lotus's message. I got the collar and now I can use both my Dog and Cat. 😅

I got back to doing it and now I have Kubrow. I still can't complete it since I get the same "Kubrow cannot accompany you on missions until they have a collar".

No, I have yet to complete that quest.

I got a new Kavat and matured it so I can use in missions. When I tried equipping him a box appears saying I need a collar. I look up threads with this similar issue but all solutions point to restarting the game. I restart the game and attempt equipping my Kavat only to see the same error box.
