I had the same problem (Intel HD Graphics 4000) when leaving both DirectX 10 and 11 unchecked, and Vsync off. Black/grey streaks would show up on the screen when looking at certain angles. After tweaking with DX and Vsync, I found the following: (fps taken from in-game FPS counter, graphics setting on low, all tested just outside the gates of Fortuna)

In 24.0.1, turning Vsync on resulted in the problem disappearing but instead making the snow transparent, but can't seem to replicate this anymore. No image on this, sorry!

DirectX 10: Neither experience the problem (Vsync on - 20-40fps, off - 29-32fps)

DirectX 11: Neither experience the problem (Vsync on - 22-29fps, off - 27-34fps)

As of now, DX11 with Vsync off seems to run the smoothest for me, but it would be cool if it's fixed for whatever unchecked means (DX9?), since I can opt out of Warframe most smoothly when doing so. Hope this helps!

EDIT: After the hotfix, still have the bugged textures, using DX12.
