Not sure if this will help you but i highly recommend turning off the steam controller support for warframe. When playing with an xbox controller it doesnt work correctly for me unless i turn it off. I think there is some weird issue where steam is trying to emulate a controller as keyboard and mouse for some things so the in game settings dont work properly.
