https://youtu.be/9Mds_CTvofE I am unsure why this happens, seems to happen randomly after using an ability, and not always. I think this was maybe the 2nd time I ran into this in the past week. The only way I have gotten out of this state is to get downed and completely die, though this happened during a netracell so I would have lost out on my rewards if I did that as there is no reviving after full death.
