Yes, it just falls under the category of unnecessary super low MR blocks. If the argument is incentivizing the player to rank up for access to cool side stuff, there are already plenty of those things with reasonable "medium" MR requirements. ("medium" being MR 5 - 10 ish for optional things like helminth, archon shards, rivens, etc)

Also MR locked: The ENTIRE focus tree: MR 1 Maroo's Bazaar for some reason: MR 1 Ghoul bounty: MR 1 (making Breath Of The Eidolon material progression locked also) These really should not have any MR requirements either.
