So I just did the Kuva Flood assassination mission on Sedna (Kela de Thaym) and when I skipped the cinematic sequence where the platform is supposed to rise (after shooting the targets once and Kela appears, then calls in an orbital strike) it didn't rise, so shooting the targets was impossible.
