It's a Twitch issue. Happens with other drops as well. The only "fix" I've found is to log out of twitch, close all the twitch tabs/browsers, delete all the twitch cookies, then launch twitch, log in, then only go to the stream with the drops I want.
In searching for twitch drop issues, I came across a comment six years ago that said the drops were keyed to run only on the last stream opened, so if you were watching a stream for drops, then popped open another stream in another tab/window, the drops would stop incrementing. It seems like that bug/feature has returned - if you have any stream open other than the one you want drops on, you won't get the drops, or drop progress will be halted.
