Are you referring to Skana Prime, which is exclusive and vaulted, or do you mean that Nikana Prime isn't cheap to get? The whole set is around 85 platinum. Anyway, I'd say Dex Nikana is a beneficial weapon meant for newer players, and it's free regardless. Of course you could use it as a stat-stick, but almost any weapon is utilizable as one.

I'm having the same issue. I assume the cause is that way too many people are claiming the drop, and therefore the servers can't keep up.
