[Lohk Surges not registering as activated in Cavia Exterminate Bounty]

Doing an exterminate Cavia bounty and the side objective of activating 3 Lohk Surges does not progress past 2/3. 

We were stuck in mission for 14 minutes waiting for the Lohk Surges to reset and after they did, we reactivated each surge and the side objective progress stayed at 2/3. This cost us a huge amount of time and at that point there was no way to complete the mission and we had to abort and lose everything.
