Hello! You asked for feedback, so here's mine.
Personally, I disagree with even the concept of a quest-skipping system, for several reasons:
If I put myself in the place of an average gamer, if I play a story-driven game, it's for... its story. I can't understand the point of unlocking and completing all the quests in this pack with a single click. It's nonsense to me: if I'm not interested in games' stories, then I'll play something else. x)
Now, as a founder, I feel like it's an insult both to YOUR work, but also to all the players who've been playing for 10 years now, like Founder brothers. Understand me, I'd feel distraught if I see a player fresh off the game in the Zariman, but completely lost and asking BASIC questions whose answers are in the quests and cinematics all the game long. And then, do you reall want to tell yourself that you've paid crazy amounts of money for flashy cinematics and interesting quests... for NOTHING?
Plus, it may already be confusing to unlock the Duviri Paradox so early. Considering this, going as far as a quest-skipping system would confuse any new player. But that's my point of view.
You said that you wanted to speed up the pace of the game to give players quicker access to the latest content. In itself, knowing that farming is a full-time activity to unlock everything, this is commendable. But in this case, don't provide tools to "cheat" and allow people to skip everything. Instead, make it possible for everyone to actually have to farm less, such as by increasing the chances of getting a weapon or warframe part in a bounty or mission, reducing the time or amount of resources needed to craft them, or reducing the number of long and tedious objectives to be completed to unlock this or that content. In my opinion, THAT would be effective, and a player wouldn't have to spend 1 or 2 full years completing a major update before moving on to the next one with a clear head.
Don't forget the choices your Tenno has to do within the quests (I am talking about the Sun/Neutral/Moon decisions in The War Within and +). We don't even know their consequences, and a player who would buy a pack doesn't even have the opportunity to make a choice.
I highly recommend you to let the quests completion being mandatory in order to unlock the rest of the story.
