Here's my take on why skipping story to get to the latest piece of content is a bad idea .
Story quests ( well not all of them ) introduce the player to new mechanic , piece of content that they didn't have access before and three ( if I recall correctly ) serve as tutorial to new mechanics :
- Stolen Dreams : introduces player to an NPC Maroo which grants access to weekly Ayatan hunts and allows player to extract Endo from Ayatans
- The Archwing : introduces player to the Archwing
- The New Strange : introduces the player to Simaris and Synthesis mechanic
- The Natah : introduces player to Exilus addapter
- The Second Dream : introduces player to Focus schools and lets the player to pick his starting Focus Tree
- Rising Tide : introduces player to Railjack
- The War Within : introduces player to fully playable Operator and acts as tutorial for Operators abilities and movement system
Side quest but I feel like mentioning it :
- The Duviri Paradox : introduces player to the Drifter and acts as tutorial to Duviri and Drifter
New player who would end up deciding to "Pay to Skip" would be granted access to all this mechanics , systems and content and end up completely clueless and lost . Its a bad design decision to allows players to skip important parts of the game .
One other issue would be if "Pay to Skip" would block off players from old content , essentially cutting away much of the meat in Destiny 2 style of content retirement , I however doubt DE would do this but its worth considering the possibility .

That's assuming charm is not stacking with other instances of itself which can lead up to a whooping x64 resource buff when stars align due to its ridiculous exponential stacking which becomes 2^4 instances of charm x2 from normal boosters x2 from event booster (yes i know event ones are very rare and we haven't had one in ages, but i wouldn't be surprised if smeeta's charm had a role on why)

To a new player who knows nothing of the game , content being "old" isn't even an argument as said player will experience said "old" content for the first time.

Not only that. We have players in this game that have zero f$%KS to give when it comes to this content.
Now these might be big, meaningful and emotional moments to YOU as a player but they also might not be to others. These are all subjective feelings.
Your statement can also be considered as subjective.
On top all the story quest up to New War serve as Rite of Passage.
New War concludes the longest running story arc in Warframe , and with its end , new one begins with Whispers in the Walls.

I'm not fond of the idea of paying to skip Second Dream, Sacrifice and New War.
Those are big, meaningfull and emotional moments in entire game, hek they could be considered as best moments in entire game from story perspective.
DE if you're afraid of piling up to much work for new players who might be interested im your game for its latest content.
Than how about you just make all the important story quests accessable much earlier, with out needing to go through half the Star Chart and through faction reputation system.

Tigris has fallen off grace long time ago and by todays standards isn't considered a good weapon .
Redeemer prime requires very specific build and is quite decent but I wouldn't relay on it for Steel Path .
Soma prime is only half ( well kind of more then half ) decent if you have incarnon form unlocked for it .
Battacor is just regular Star Chart and nothing more , even if you have a riven for it .
Then it comes to Steel Path and Nemesis it boils down mostly to mod set up and some specific weapons if you want cheese it , for example a stealth Warframe will be always a good pick if you want to avoid getting shot sense invisibility scales infinitely .
Of course taking with specific frames is also a solid choice , both Rhino and Chroma can hold their line with the right builds as well as provide with damage buffs , as for weapons , if you want something cheesy go for Glaive Prime detonation , Incarnon Torid and Kuva Nukor .
Here some builds as example :
Note that Venka Prime here is strictly for Ash build as its passive grants higher melee combo ceiling that affects Ash Blade Storm damage
Shield conversion to armor is for the sake of boosting Iron Skin
Torid with Incarnon addapter
Glaive build specifically for manual detonation mechanic

Id like to see DE prime some of less useful or outright useless mods .
A lot of auras are just bad , all utility mods like maximum total ammo are bad , currently warframe exilus mod has no competition then you have Primed Sure Footed , honestly we don't even have pure status chance prime mods then we have pure critical chance prime mods .

Doubt we will see Viral as its way to Meta and would allow for combos like Viral + Corrosive , Viral + Magnetic , Viral + Gas which would be busted.
