It is a known bug that rune marrow is not affected by resource boosters unless you switch to operator to collect it, but the same is true about cryotic. If an excavator finishes working or is destroyed, no boost will be applied to the cryotic received from it if you are not in operator mode at the moment even if a resource booster is active. Until this is fixed the only real option is to switch to operator for collecting any kind of resources in the Circuit.
