I use to get this pop up all the time (no idea when it went away for me), but it can appear even if everything is working correctly depending on how your router handles UPnP. The best guess I have is that some routers send back an error if UPnP is already correctly configured to forward ports to you computer and some don't. Warframe seem to use this error to determine if UPnP is working, regardless if the ports are actually open.
