If you reinstall the tool, does the issue persist? Alternatively, try "verify integrity of tool files" in steam.

Could you check your windows communications settings in Control Panel -> Sound? When a multiplayer session is created, voip for that session is also initialized.

That's a error on the side of Steam. Try searching for results from their discussion boards about the issue.
