To find it: Settings > Storage > Saved Data > Warframe It's basically an .ini file. You won't lose any game progress, this is only saved settings and profile info (if you had any custom settings, you will have to change those again). Should be around 3MB. Delete that, then launch Warframe again, and a new file will automatically be created. Depending on what's causing your problem, this may not resolve it, but I have seen it fix similar binding issues. Good luck.
