Which warframes make the most useful specters?

I used to use Rhino alot when I was a low rank. I haven't used any in awhile though.

Vauban is great for crowd control altought he abuses the abilities a bit to much, often concentrating bastile, vortex and tesla in the same area, nidus is great due to the link and the ocasional 4th ability, rhino for bulk, cc and buff.

Other warframes are meh

I guess it depends on what do you want from the specter, i use Nidus, he uses parasitic link (up to 28% of your p. str), and Ravenous quite often. I've seen people use octavia, so you get metronome quite frequently.
