23.10 charging charge-able abilities is silent

On patch 23.10, The charging on Hydroid's Tentacle Swarm is silent. The charging animation plays correctly, and the sound and animation on releasing the hotkey play correctly.

I have not tested other frames.

Steps to reproduce:

1. enter any mission as hydroid

2. press and hold 4 - tentacle swarm

3. listen for charging audio

Edit: sometime sound plays correctly when client, not host, but it is not consistent.

Thanks for the report, we'll investigate.

We can't repro this.  Can you try this: On the Warframe launcher, click the little gear icon on the top right.  In the Download Cache section hit "Verify" and "Optimize".

Let us know if that fixes it.
