I noticed this while trying to scan them manually, but it was especially noticeable trying to snipe them with Rubico. You'll notice how their name doesn't show even though the cursor is lined up. Just from shooting it a lot? The methodology has been explained in the thread: Whenever crosshair turns red, the game considers the player to be aiming at the enemy.
