Exalted Weapons EPS and Efficiency cap bug?

I dont know if this intended or not but I'm pretty sure there is somthing wrong with exalted weapons and warframe's efficiency cap.

 

example:

max ranked Fleeting Expertise and Streamline gives Valkyr 40% duration and 175%(capped) efficiency and Hysteria takes 0.63 ENERGY/S

rank 4 Fleeting Expertise and Streamline gives Valkyr 50% duration and 175%(exact) efficiency and Hysteria takes 1.25 ENERGY/S

 

This apply to other exalted weapons with eps as well such as Mesa's, Excalibur's and Titania's.

 

Sorry if I'm not really good at explaining things.

Alas, Efficiency is not actually capped at 175%, the Arsenal stat doesn't go above that because cost reduction is capped at 75%.

Which sounds like merely a matter of semantics, but, it makes a difference in the case of drain-per-second abilities,
because there, both Efficiency and Duration are factored in to produce the ultimate per-second cost,
and it's only that ultimate cost that has a 75% reduction cap, you can make up for negative Duration with above-175% Efficiency.

The Arsenal stats have long needed updating, not least to properly incorporate Energy drain costs
(but stuff like everything being simply sorted alphabetically is quite questionable, as well).

The formula for drain abilities is:

Final drain = "base drain" * ( 1 - "efficiency" ) / "ability duration" 

The other thing is that the cap is on the final cost and not on efficiency per se. So the formula uses the full efficiency stat but then caps the final drain at 25% of the base drain. 

 

So, first case you get:

Final drain = 2.5 * ( 1 - 0.9 ) / 0.4 = 2.5 * 0.1 / 0.4 = 2.5 * 0.25 = 0.625

And the second:

Final drain = 2.5 * ( 1 - 0.75 ) / 0.5 = 2.5 * 0.25 / 0.5 = 2.5 * 0.5 = 1.25

It's perfectly consistent if a bit unintuitive, mostly because it's phrased so badly in the arsenal UI. 

Even more so because for Efficiency you only take the modifier, so it's 90% or 75% and not 190% or 175% in your examples. Instead for duration you take the actual arsenal stat, which is 40% or 50%. Which creates even more confusion.
