Can you perform finishers without Stealth?

To do it without stealth you would need abilities like Radial Blind.  And thats only on a few warframes like ash/gara ??  Does one of the focus school have a radial blind ability every time you leave your warframe??  Might be madurai but it consumes energy... 

Naramon and Vazarin can open enemies to finisher with the Void Dash, while Madurai can blind when you exit Void Mode. 

For Frames, Gara, Exca, Ash, Ivara, Equinox, Banshee(?), Inaros, Valkyr and Mirage have at least one ability/passive that can either blind or simply open enemies to finishers.

For Weapons, Steel Meridian weapons and weapons using their Augments can open enemies to finishers with the Justice Effect. Also, Longswords with Crimson Dervish and Nikanas using Tranquil Cleave can perform a combo that ends with a finisher if used properly.

@Blade_Wolf_16 laid out a pretty comprehensive list of ways to open up finishers, so I'll just finish it off:

The Sigma & Octantis, when thrown (the special move of the weapon), opens enemies to finishers. The Zakti, when the dart detonates, opens enemies to finishers. The Caustacyst can form a sludge wave that will stun enemies; while stunned, enemies are open to finishers. The Retribution Exilus mod has a chance to stun enemies who melee attack you, opening them up for finishers. The Malicious Raptor (claws), Stinging Thorn (daggers), and Vulpine Mask (rapiers) stances also have combos that can open enemies up for finishers or transition into finisher attacks.

I suppose enemies knocked down on floor are open to the "floor stab" finisher attack.
so blast proc on enemies is one way to do that.

If you run behind an enemy without them seeing you, it is possible to perform stealth attack on them
even if the frame you using is not a stealth frame.
