What I can do is offer some advice about efficiency and duration in regards to Ivara and Prowl. Once you have drain showing at .25, that is the lowest it can go. Having efficiency of 175% would put you at that mark. So adding more duration is wasted on Prowl when you already have max efficiency. As for the other powers such as Cloak Arrow, Sleep, etc, it will really depend on what your plan or playstyle is as to deciding how much duration you will need for those. For example, I play a very aggressive Ivara, and my duration for sleep and cloak is about 12 seconds at 95% duration. I found that I rarely ever needed more time than that because the enemies were either killed my me or a teammate. The only instance where I found the need to have high duration was for using Cloak Arrow on Sortie Defense Target. I case you're wondering, this is my general purpose build that works for almost everything. I'm posting it as a guide to help you make your own build to suit your playstyle. edit: This build was made with using all of her powers in mind and not just one or two. Power Strength doesn't have to be this high in you own build. I did it because all of her damage and speed bonuses(Infiltrate) scale from power strength. My standard stealth build for staying cloaked and sleeping whole rooms for like 17 seconds https://goo.gl/mkv3Bp My damage build centered around the Concentrated Arrow augment. If you're doing a defense mission on a relatively small tileset this build will absolutely dominate. Decent range on sleep arrow to hard CC whole groups of enemies, good energy efficiency to keep you stealthed and not burn too much energy per shot from your Artemis Bow and of course good strength to boost your Artemis Bow damage. https://goo.gl/ietsqq Here's the Artemis Bow build as well https://goo.gl/RsPTMY And finally my Arbitration build centered around snipers critical damage and utilizing the new Sharpshooter mod which returns energy on every headshot kill. Using the Empowered Quiver augment which boosts critical damage while standing on a dashwire. Good strength do boost the additional crit damage on Empowered Quiver and bonus headshot damage while cloaked. If so I don't really see the need to have Intensify in since you already have low power strength and it doesn't really affect any of your stealth abilities like cloak/sleep arrow or Prowl. My playstyle revolves around sleep arrow, covert lethality comboed with rakta dark dagger. I use Paris P as well. I Dont believe in too much ability strength because a headshot with the Paris is strong enough imo, and when its not simply put enemy to sleep and one shot kill with dagger.
