To long between Twitch chat allowances

This room is in slow mode and you are sending messages too quickly. You will be able to talk again in 648 seconds.

600 seconds is 10 minutes.
The stream is only 1 hour, so you can only post 9 or less comments.
Or at least for me.
It seems like others don't get this much down time in chat.

I only get "Slow Mode" when the stream is not running. As soon as it starts I can talk all I want.

 

Maybe have a look at your settings?

Is this exclusive to DE streams?

Everyone get's 600 Slowmode.

They should really use r9k and not slowmode, most people only spam the same words anyway.

I can't find anything in settings that looks like something that would change the delay between chat posts.

Pray tell how you get 9 messages in an hour if the downtime is 10 minutes after each message? I'm curious.

That said, even with 10 minutes downtime you still see how fast twitch chat moves during devstreams, lowering it will only have every message get lost even faster.
