So I just got word that Fortuna's coming in 2-3 weeks. just got 1 question: will fortuna have an MR Requirement? like u must have mr 10 in order to travel to fortuna just like the relays, etc.

From what I can tell the only requirement is that you have Venus unlocked.

To be honest, I wouldn't expect the Update in 2-3 weeks, more like in 4-5.

But back to topic, I never heard anything about a mastery requirement ^^

That's the target window, not a fixed date.  DE isn't fond of giving hard dates for anything because they've missed deadlines before and don't like disappointing their player base.  It's entirely possible that DE will miss the window and publish the update sometime during the next week.
