If you zoom in to the lights behind the armory on the right, it actually looks that pixel-ly in my game. Why? When you sharpen an image the pixels become more pronounced. Other then that, have you looked at your video card control panel? You might have settings in there overwriting your in-game settings. BUT when im pressing F6 - screenshots are looking VERY poor and bad. So...idk why they are looking so, but maybe ur problems are just screenshots and not game?)
