If you have any prefeere weapons or frames then check YouTube for builds.

Complete the War within quest to unlock Rivens. Do endless missions like defence or survival, gather relics and open them in fissure missions

1. Learn what mods are good in generel (there are way less than you may think)

2. Learn enemy weaknesses (elemental ones)

3. Learn how to play your frame (evasion/cc to not die)

There are  countless build guides for just about every weapon and warframe in the game. With just a little bit of l about you can easily find help here, on reddit, or youtube.

As for rivens, you will need to complete The War Within quest in order to do Sortie missions where you may get one as a reward.

And if it's prime parts you are looking for, then you just need to play fissure missions using some of the relics that I have no doubt you have found. I would suggest doing them with a group to improve your chances of getting rarer parts. There will always be people running these missions, so finding a random group to join will be easy.

What I do:
Pick Weapon/Warframe 
watch multiple youtubers (Grind Hard Squad, Tavier Corsair, Tactical Potato, and Brozime are my favorite)
steal their most recent builds (write them down or somehow remember them)
see which mods are the most common, try to keep those
the mods that weren't common are 99% chance personal preference, thats where you can put in things you like instead.
map out a build (i think warframe builder still exists?) forma to fit.

After that, its just skill, game sense, common sense and having fun.

you probably already know this, but i will throw my 2 cents just in case:

my mods always end up being the same:

pick something to increase base damage.

pick multishot cause multishot.

work around your weapon:

if it has more status, pick the 60% elemental damage and 60% status mod.

if it has a good amount of crit chance (20%, 30%) then focus on crit.

if it has both, put some mods that increase both.

but if neither status or crit are high enough (5%, 10%) you might wanna pick another weapon.

i know that the ”tip” is too obvious, but thats just how things work for me, there is no secret.

obs: i am assuming things are too obvious cause you are already dealing with lvl 60 enemies, but it seems like people do sorties pretty early on (around mr 5 or 6, while i took my time and only dealt with them around mr 8 or 9). so yeaaaah, if you dont even know how to get rivens, you most likely dont even have some of those important mods... whoops.
