Characters don't hit water "kill-plains" while ragdolling

if you wipe out on a k-drive and your character falls through the surface of deep water they can endup just standing at the bottom of the water. i think what happens is that the "kill-plain" doesn't extend down to the bottom of the lake this combined with the fact that your character isn't reset if they touch the water while ragdolling.
