Pretty sure he´s talking about the mechanical aspect. The amount of resources can be changed separately. I like both systems (the tracking a little bit more though). However the reason for these changes is clearly to improve the usability for console and controller user. Not necessarily a bad thing but de should keep pc player in mind. Performing emotes for example is easier with controller but far more complicated with mouse/ keyboard compared to pre gear wheel rework.
