Roll standing acquired from captures into the tags you get from them, make the tags tradeable for reputation

Little point in doing conservation once you have maxed your standing for the day. I absolutely adore conservation, but at least with this change, we can choose when to acquire our reputation so we can wait for the next daily reset if we're already at max standing for the day. Currently, once you hit the cap, it's kinda pointless to keep doing conservation.
