Orb Valis Rendering issue?

So i have this weird rendering issue where there would be chunks that wont render. Its weird, it moves with the camera. Granted i do run on a low end pc, however i dont have these issues on PoE and i run smoothly there. This is super annoying and makes it difficult to do just about anything.

edit: verfied the download cache and optimized multiple times, uninstalled and reinstalled the game and still the same issue
