Buying Debts Grants No Debt Bonds

Just bought 5 debts, it took all credits and resources, and didn't give me a single bond from it. 50 of the training debt bond, 25 of the shelter debt-bond. (Probably, there may have been various ones in there I didn't notice, checked all my bonds though, not a single one went up in number.)

Edit: Exited the game and restarted it, still nothing, resources still gone.
