Tonkor grenades not exploding on impact at ranges tested up to 50m.

I decided to check out the tonkor again and during the mission I noticed the grenades weren't exploding when they hit enemies. I looked up on the wiki and it says that they don't explode close range so I go to the simulacrum to test it out. I spawned a heavy exodus gunner at lvl 145, marked it, and then started firing it at progressively further distances. The furthest I was able to confirm hitting them was at 50m. None of the grenades that hit went off.
