Base capturing

after I insert the data mass into the console the defend the console objective appears but even if I complete the timer disappears but the objective still remains uncompleted and the base is captured neither the Solaris guy appears to offer bounties

You need to go away from it, grab another datamass from another base, wait a couple of minutes being far away from the base you want to capture, then go back and insert that another datamass into the console. It's a workaround for now. I've also noticed it happens everytime the person that put the datamass in the first place dies but then is revived by phoenix renewal aug mod.
