Bait sinks to bottom of lake with no effect

I was randomly fishing in different areas around the Fortuna settlement, ended up on the shore of the lake surrounding the coolant reservoir and my bait and dye sank straight to the bottom of the lake off the shore with no effects.

This happend to me aswell but most of the times while fishing in cave hotspots. Same happens to bait, it just sinks down and you have to buy them for rep points 😕
