[Critical] Mission votes and archwing/k-drive block

Please oh please DE. These issues were NOT fixed last hotfix. I am aware that it has been weekend, so you are ofcourse excused 😉

- Picking up a bounty in orb vallis (not fortuna), does not correctly give all players the proper vote option
- Players not given are vote are forced onto the new mission
- If a player(s) afterwards wants to extract and stands alone in the fortuna elevator, it blocks everyone else from using archwing and k-drives
- This in turn increases the likelyhood of the next bounty stage failing, especially if it as pickup and defend the caches type
- This in turn quickly creates toxicity and a general bad experience for everyone
