Cannot optimize download cache

It's perpetually stuck on 3% for some reason, and never goes higher, even after leaving the launcher open for hours. And it would be nice to run it, because it wants to free up some ~830MB, and that could make the game significantly faster.

For the record, I have over 100 gigs of free space on my HDD it cannot be an issue with disk space.

Is there another user logged on to the machine that is maybe tying files up? Else if a reboot doesn't help, try finding the actual launcher file, right click and 'run as admin' and see if you can get it to clean up.
