The sword and shield should act as a riot shield when equipped with a single handed secondary

There is just very little reason to use the sword and shields when compared to other melee weapons. The blocking mechanic in this game is pretty under utilized, but I could definitely see a riot shield being more useful while trying to shoot with a secondary.

they might have that already in the works with melee 3.0 side arm melee combos.
