I thought it does, but haven't tested myself yet. It would be weird for them to release a broken mod set, so I think the people just didn't understand how it is supposed to work or something. I'm not sure how useful the set could be, but I guess certain mods may be good by themselves. The set mod buff is confusing to me, and I think the 60 seconds for a short-time mark on an enemy doesn't sound easy. Plus, I don't even know how effective the buff will actually be.
