AdunSaveMe
I'm not entirely sure if this is a bug, but it's still a weird inconsistency anyway. NPCs in Fortuna (in-person dialogue, not mission messages) have their dialogue volume tied to the transmission slider, not the slider for speech, so if you mute transmissions, they will also be muted. Oddly enough, while the dialogue that plays when you talk to them is muted, their ambient dialogue is not, which I think is tied to the speech slider. It should all be on the speech slider except for the dialogue that's actually in a transmission.
[DE]George
This is done on purpose, so that the different dialog does not overlap and so people have the option to have the non-mission critical voices muted if they choose.

I guess that makes sense, yeah. I would like to mute mission messages without muting their city dialogue though :< Anyway, thanks for the info Edited November 14, 2018 by AdunSaveMe
